The next three chapters move to the notion of accessibility and tackle the question of how correctly measuring it, a prerequisite for any policy to improve it. This study builds indicators of accessibility in terms of travel times and applies them a grid of one-by-one kilometer cells for the Italian territory. This analysis allows to have a map of accessibility in Italy that is completely detached from administrative boundaries. The results show the complex interaction between first-nature and second-nature geography in shaping the accessibility of the various territories.
